WORK OF RECONSTRUCTION. Reuter Message. (Received This Day, 2 p.m.) LONDON, August 6. The German Ministerial reconstruction has begun. Five Prussian Ministers and four German Secretaries of State have resigned, and their places have been taken by high provincial municipal officials. Deputy Spann becomes Minister of Justice and Baron Kuehlmann Foreign Minister.

Herr Halfferieh, although he. resigned ns Minister of the Interior, continues to represent the Chancellor.
