THE FALL OF CZERNOVITZ. A BAD BLOW. Australian & N.Z. Cable Association. LONDON, August 4. The loss of C*emovitz is a bad blow for Russia and Roumania, threatening the part of Roumania still free of Aus-tro-Gcrmans, and also opening the road to Odessa. Czernovitz has now changed hands six times. The enemy southwards of Czernovitz is following the valleys of the Bukovina and the tributaries of the Roumanian Sereth. Their line runs south-south-west, and this advance has outflanked the Carpathian barrier guarding the western frontier of Moldavia. Fighting is preceding on both banks of the Golden Bystritza, running southward through Roumania. COUNCIL OF WAR. RETREAT MORE ORGANISED. PETROGRAD, August 5. M. Kerensky summoned a Council of War at General Headquarters on Wednesday, which lasted from 4 in the morning till 11 in the evening. General Brussiloff and other generals attended. M. Kerensky road the commanders’ report on the general situation, emphasing the retreat in Galicia. General Brussiloff reported that the retreat had now assumed a more organised character, whereas the enemy was acting with uncertainty. GENERALS DISMISSED. A COMMANDER TREACHEROUSLY SHOT. PETROGRAD, August 4. General Brussiloff’s ( TKomiloff’s) dismissal is believed to be due to his failure to take immediate adequate measures for dealing with the recent events at the front. General Gourko, ex-commander on the western front, lias been arrested at Erdely. The commander of the 11th Army was killed, being treacherously shot in the back. COMING BACK. The “New York World’s” Stockholm correspondent reports that Germany and Austria-Hungary are being skilfully prepared to receive the news of the petering out of the offensive against Russia. Military critics are emphasising the growing resistance and orderly retreat of the Russians.

Some belief prevails that Hindenburg docs not intend the invasion of Russia, and will abandon the attack after sweeping out the Russians from Galicia and Bukowina for the purpose of convincing Russia that the Central Powers have no lust for conquest.
