Jaures, the Socialist leader, has written to tho Petite Republique, charging the French military staff with having perpetrated prodigious frauds and uttered lies in order to shield Major Esterhazy, who is, he declares, guilty of the charges upon which Captain Dreyfus was condemned. The court-martial has dismissed M. Joseph Reinach's action in connection with the Dreyfus case,
