BOROUGH DRAINAGE.

CONSULTING ENGTNEKU'S REPORT. AGAIN' ISEKORE THE ('()l : NCI 1.. . Tho report, of .Mr .J. Sturrock, engineer, of Ha worn, who recently visited Mastcrton at the request of the Borough Council, was again considered at last night's meeting. It was ultimately decided that the report should he discussed by the Council us a whole in committee, before being at the next meeting in January. When the report was laid on the table, the Mayor iMr W. IE Jackson) stated that the Council had every reason to 1)0 satisfied with the steps it had taken. It should be a matter for satisfaction that the two reports agreed so much in detail. Mr Sfiirrock had made it a condition that be should know nothing of Mr Evans' data. It was also a matter of congratulation that a saving of £3OOO had been pointed out by the consulting engineer. The question now to be considered was the best means for carrying out the completion of tho scheme, and the matter of arranging the necessary money to do so. The .sum of £"3o,(Hit) was approximately required to furnish the scheme. "It is a big matter, gentlemen," eoDeluded the Mayor. "Yes. And it will have, to be faced," replied Cr. O'Leary. "Where are we going to find tho money? That- i>, the question," com merited Cr. Watson. The Mayor suggested that the matter should be held over until after the holidays, when a scheme would have to be prepared for submission to the ratepayers. The public, confidence would have to he re-established. He also suggested that the previously appointed sub-committee should discuss the matter. Cr. Candy did not favour the appointment of a sub-committee, but was agreeable to the matter being deferred until the next meeting of the Council. The Mayor moved that Mr Sturrock's report be referred to the .subcommittee already appointed, to bo considered before the next meeting of the Council. This was seconded by Cr. O'Loary. Cr. Burriclge: "This is a big matter, and to my mind places (lie subcommittee in an invidious position, and likewise, of course, the whole Council. Tt was a very debatable matter and should be considered by the Council as a whole. I acknowledge that a large amount of money lies buried, and that considerable expenditure is at stake." Cr. Burriclge was in favour of .something being done without delay, but he did not want tt; see the report forced on the Council. The Mayor reiterated his argument in favour of the matter being considered and discussed by the sub-com-mittee before, the next meeting of the Council. Cr. Mc.Leod suggested that the whole Council, as a committee, with the assistance of tho engineer, should consider the matter. This met with tho approval of the Mayor, and lie amended his resolution accordingly. The resolution was carried unanimously, and it was resolved that the committee should meet on Tuesday evening next.
