The Secretary for the Navy (Mr. Joscphus Daniels), in his statement, docs not favour an agreement between Britain, Japan, and the United Stales for the purpose of limiting naval armaments. Coincident with the publication of Mr. Daniels' shipbuilding recommendations, reports are current that prominent; Republicans will urge Senator 'Harding to .reach an agreement: with Britain and Japan to suspend .navalshipbuilding for five years.
