Hut is not the ruling market price a sufficient guide. 1 .farmers butter is sold at about twopence per pound less than the retail price of factory butter. Mr. Massev suggests that the whole of tho farmers should supply the factories. This, lie must know, is an utter impossibility in scattered districts. Moreover, the home-manufactured article enables the poorer classes to obtain butter tlial is within their mentis. There may be difficulties in ascertaining the exact (pian tit ies, but ihese are not insuperable. They could lie overcome if the ■Government were in earnest. The suspicion is entertained, rightly or wrongly, that the difficulties are being magnified in order to save the Government from further financial obligations.
