AFFAIRS IN IRELAND.

The condition of affairs in Ireland shows no signs of improvement. The frequency of the outrages, culminating in an attempt upon the life of the Lord Lieutenant (Lord French), indicates that, in spite of every precaution, arms and ammunition are reaching the country and . being distributed among the Sinn Feiners. Although the cables contain comparatively little information, there is reason to fear that a state of civil war prevails. This is evidenced by the fact that it has been found necessary to impose martial law. The conditions are such as to create a profound anxiety, and the worst feature of the crisis is that no solution appears to be immediately in sight.. The latest Home Rule Bill has been rejected, and * the Government is experiencing the utmost difficulty in providing a substitute.
