THE LIQUOR TRAFFIC.
One of the worst features of the liquor traffic in New Zealand is the insecurity of tenure of those connected with the trade. A poll taken every three years, with a great uncertainty as to the result, means that strong inducements are offered those who pay big prices for goodwills and rentals to sell inferior liquor and engage in illicit practises. It is an anomaly of the existing law that if Prohibition is carried at a poll there is no provision for a further appeal to the electorate, while if Continuance is carried there is another poll in three years' time. There are not a few people who consider that the licensing turmoil should be discontinued for a period. The Legislature, it is thought, should make provision that there should not bo another referendum for a period of six or nine years after the next poll is taken. This would bring about something approaching a stability of conditions.
