The question has been raised as to whether the Masterton Borough Council has a legal right to grant the use of its domain for a period of a week to the Chautauqua movement, with the right to charge for admission. Under the law, it is held, the right to charge for admission at the gates can only be granted for three days in any one week. This may be literally true. But the Chautauqua movement does not propose to charge for admission at the gates. The park is open to the public as usual. All that is proposed is to adopt the same course as last year, and -charge for admission to the tent. A charge is made for the use of the bowling green every day in the week. A similar charge can surely be made for admission to a tent. So far as the granting of the free use of a portion of the park is concerned, that is a matter for the Borough Council, as a body, to determine. It is a great pity that the right to charge for admission to the tent is being challenged, as this will open up a question which will involve far greater interests than those of the Chautauqua.
