THE EXPEDITIONARY FORCE.
The Prime Minister does not read tho cable, concerning the Hon J. Alloirs offer of an expeditionary force cf 8000, for service in any part of the Empire, in the same light as the general public. Ho thinks that what Mr Allen said was, that if occasion wore to arise, such as in the Boor War. New Zealand would ho prepared to provide a force to the number stated. We should liko to believe that Mr Massey's reading of the cable is correct. Indeed, we cannot imagine it possible for the Minister of Defence to have committed the Dominion to a policy without first consulting Parliament. At the same time, the cable message in. itself, read in conjunction with tho English newspaper comments, leaves no room for doubt that the opinion is entertained at Home that New Zealand is willing to furnish an expeditionary force for immediate service. If Mr Allen has been misunderstood, it is unfortunate 'for himself and his colleagues.
