THE NAVAL ESTIMATES. Received July 12, 9.54 p.m. LONDON, July 12. It is understodd that a majority of too Cabinet have decided to abandon the construction of the seoond Dreadnought. It is statod that the Admiralty experts threaten to resign. Some of the Liberal members of the House of Commons are alarmed at tha reductions, and are forming a permanent organisation to protect the interests of the Navy. Consideration of the Naval Estimates has been postponed until the Cabinet crisis is settled. RESPONSIBLE GOVERNMENT IN THE TRANSVAAL. Received July 12, 9.54 p.m. LONDON, July 12. In the House of Commons Sir Heniy Campbell-Bannerman stated that it was impossible to fully establish responsible government iu the Transvaul before the beg nning of 1907. THE EDUCATION BILL. Received July 12/9.50 p.m. LONDON, July 12. Clauses 26 to 33 of the Education Bill were passed. Clauses 25 and 34 were withdrawn.
