POWERFUL SPEECH BY LORD ROBERTS. Received July 12, 8.52 a.m. LONDON, July 11. Lord Roberts, in a powerful speeoh I delivered in the House of Lords, | called attention to Britain's unnreparedness for war. He said the lessons of the South Afrioan campaign were forgotten, and he urged the necessity of being prepared for any emergenoy by having strong reserves. The Earl of Portsmouth and the Marquis of Ripon opposed compulsory service. Lord Milner censured the policy of brushing aside the whole ques tion by the bogey of conscription. The nation, he said, ought to rely for it* defence on the whole of its manhood, and not on a limited professional class.
