NEW ZEALAND COUNTIES CONFERENCE.
THE MASTERTON COUNTY COUNCIL'S RESOLUTIONS.
The Masterton County Oounoil yesterday appointed the Chairman (Cr O. E. Oockburn Hood), as their delegate to the Oonferenoe of the New Zealand Counties Association, whioh will be held in Wellington during the coming session of Parliament. Among the business to be brought forward at the Oonferenoe by the Mastertun County Oounoil are the following motions:— Returning offloers for Licensing Districts.—"That this Oonferenoe is strongly of opinion that the appointment of the Returning Officer for Liqensing Districts should be placed in the hands of the controlling authority for each such district, and requests the Government to take immediate steps to give effect to this recommendation." Confirmation uf Special Orders.— .."That the Government be requested 'to give efEeot to the recommendation made by this Oonferenoe at its last sitting with reference to extending the time for confirmation of Speoial Orders from 56 to 65 days." Electoral Roll.—"That the Government be requested to take into consideration the question of giving County Councils power to enter the name of any defaulting ratepayer upon the County Electoral Roll in force for,the time being, as soon as he ceases to be a defaulter, anything contained in the Counties Act, 1886, to the contrary notwithstanding." Bridge Fund.—"That in the opinion of this Conference greater facilities should bo afforded to Local Bodies to create a fund to defray the oost of restoring bridges exceeding thirty feet in span, whioh may be destroyed by aocident or become dilapidated, by repealing that portion of Clause 77 of 'Tne Loaal Bodies Loan Aot, 1901,' which requires that the questiou of the raising of an additional rate for this purpose must be submitted to a poll of ratepayers." Rating Small Grazing Runs.— "lhat the attention of the Govtru ment be again directed to the unfairness of, the provision of the law under which local rates on Small Grazing Runs are to becaluulatedon the capitalised rental thereof, which in all cases is represented by a sum far below the capital value on whioh the adjacent properties are assessed; and they be asked to amend the definition of the rateable value of these Run?, so that the rates thereou may be computed on the capital value."
