GUILD SYSTEM FOR IMMIGRANTS.
NEW SCHEME PLACED BEFORE COMMONS. By Telegraph.—Press Assn.—Copyright. Reuter's Telegrams. LONDON, February 24. In the House of Commons, moving that the Government take steps to develop new fields of remunerative employment overseas, Sir Shirley Benn outlined an ambitious scheme for the formation of Empire Development Corporations, each to operate a separate colony and to form guilds of pion'eers, miners, builders and farmers completely to develop virgin tracts, the members themselves to be responsible for the repayment of capital, which is to be provided by means of debentures with a Government guarantee. Mr L. C. M. S. Amery said that if the scheme were submitted to the Overseas Settlement Committee in a practical form, it would receive practical sympathy. The motion was talked out.
