Speaking at Wapenschoum, in the Free State, Colonel Mentz, Minister of Defence, said that the Department’s defence scheme contemplated a coast garrison and an active citizen force of 32..000. Allowing for wastage, the effective service force would be 25,000, in addition to defence rifle associations numbering 35,000.
