RUSSIA PROTESTS.

The Riga correspondent of the “ Politiken,” states that M. Tchitecherin has sent a Note to Britain protesting against the English warships ta Vladivostok landing officers and men belonging to General Wrangel’s old army, and stating that he regarded the action as being hostile to Russia and the Far Eastern republic.
