Millerand,, tho Premier, haß submitted M. Defichaiiel's resignation aa President to the French dabinet. (The retirement of M. Peschanel, who only assumed Presidential office this year, was not unexpected. He is suffering from a nervous breakdown, which on at least two occasions has placed his life in danger. His fall from tho window of a moving train was a sensational occurrence, and! more recently he was rescued from drowning. He had fallen into a pond in tho chateau grounds at Rambouilles, and he was in an exhausted condition when rescued by a gardener.)
