VON DER GOLTZ DEFIES GERMANY AND ALLIES. LONDON, September 26. The Council of Five spent yesterday discussing the situation created by von Der Goltz’s refusal to disband his armv in the Baltic States. It is believed that von Der Goltz is defying the Berlin Government, and it is certain the Berlin Government does not possess sufficient authority to compel von Der Goltz to disband.
