GERMAN SHIPS.
AMERICA CLAIMS OWNERSHIP. WASHINGTON, September 27. The Shipping Board has refused to hand over to Britain the Imperator and other German ships which it was expected would be pooled amongst the Allies for distribution after the war. The United St a fog claims the vessels permanently. AMERICAN BREACH OF FAITH. The British Minister expressed astonishment at learning of the United States’ breach of faith regarding the deliverance of ships. The Press recalls the fact that the ships were delivered to the United States purely as transports, in order to enable Americans to return to tbeir homes
