THE FIUME RAID.

A SERIOUS SITUATION. LONDON, September 26. The Frame situation is becoming increasingly grave, and is regarded in the highest quarters as threatening the peace of the world. Th© feeling between the Italians and Jugo-Slavs :-s high. The outbreak of fighting in Dalmatia, following on the present excursion, would he serious enough, but the most serious aspect of the situation is the difficulty of enforcement of the Allies’ general authority in Europe. Rome correspondents agree that there is no longer any question of employing Italian soldiers against d’Aanunzno. The Italian authorities dare not begin a fratricidal conflict, which would be certain to extend. During tho King'; Council meeting yesterday a proposal by Signor Giolitti to refer the matter to the country at the general election was met wit-h decisive statements of other party leaders that the election would lead to civil war. A MUTINOUS ARMY. Another unanswerable reason against the employment of force is tho generals’ report that the soldiers refuse to obey orders. Any Allied acceptance of occupation as un fait accompli would lead to similar action throughout Europe and the restoration of the Paris Conference’s authority would require most drastic actio i wliich some nations might be unwilling to face.
