DIEBOGATORR'S SURRENDER.
WHAT WAS THE CAUSE OF ITP THE VALUE OF TORPEDOES. ANGLO-JAPANESE ALLIANCE. (Received June 3, 8.28 a.m.) LONDON, June 2. The newspaper '* Russ," dealing with Admiral Diebogatoff's surrender, pleads insufficiency of ammunition, but it is known that eight of his men were hanged for mutiny in the Red Sea. The State Department of Washington has received a cablegram from Tokio^ saying that torpedoes sank the majority of the large Russian vessels. Lord Lansdowne, at the Conservative Agents' dinner, declared that at no time on either the Japanse or the British side had there been any question whatever as to the withdrawal of the alliance. In the opinion of the Government, when a renewal came to be considered, the only practical question would be whether it should be renewed in its present form, or whether they should not seek some means of strengthening it.
