Lord Lansdowne, at the Conservative Agents' dinner, declared that at no time on either the Japanse or the British side had there been any question whatever as to the withdrawal of the alliance. In the opinion of the Government, when a renewal came to be considered, the only practical question would be whether it should be renewed in its present form, or whether they should not seek some means of strengthening it.
