+ THE TRANSVAAL GOVERNMENT. RETURNING COMMANDERS. United Press Association— By Eleotrio Telegraph — Copyright (Received June 24, 9.10 a.m.) LONDON, June 23. In the presence of a large and representative assembly the letters patent of the Transvaal Constitution were read at Pretoria. Lord Milner then read the Royal Commission appointing him to his several offices, including the Governorship, and took the oath. The oath was then administered to the members of the Executive Council, including. Mr J. Davidson (the Colonial Secretary), Mr P. Duncan (the Treasurer), Sir Godfrey Lagden (the Minister of Native Affairs), and Mr J. W. Honey (the Minister of Customs).. The ceremony concluded with three cheers each for the King and Lord Milner. Majors-General Walter Kitchener and Sir Hugh M'Calmont have sailed for England. Lieutenant-General French will sail today.
