The Rivers Committee failed to arrive at any compromise, and the whole question will have again to be thrashed out at the Convention. The situation is regarded as grave. If the other smaller colonies continue to support the South Australian demands, there is a possibility that federation will be blocked. The Convention devoted the greater part of the moraingin the discussion of a new subBection proposed by Mr Higgins, Victoria, giving the Federal Parliament power to take action to prevent and settle industrial disputes. Eventually it was adopted by 22 to 19. Matters to be referred to the Federal by State Parliaments are being discussed.
