UNITED STATES ACTION. ; [Special to Press Association.] ;■.'■■ WASHESGTON, Feb. 29. ■The. Senate by a-' large 1 majority resolved to extend belligerent rights to the' insurgents in -Cuba, and has requested President Cleveland to mediate with, a view to securing the independence of the island. The debate was a most hostile one. Senator Sherman denounced General Weyler, the Spanish commandant, as a butcher. Mabch 1. General "Weyler, the Spanish commandant in Cuba, is seizing the property of persons absent from their homes. It is reported that President Cleveland is much concerned at the resolution carried for his mediating in the dispute, and is averse to interfere. The Consuls report that the resolution magnified the position, and , that Congress is ignorant of the situation. LONDON, Feb. 29. The Times advises Spain to grant home rule to the Cubans. MADRID, Feb. 27. The Cortes has dissolved over the Cuban question. MADEID, Makch 1. The Spanish newspapers recognise the gravity of the attitude taken up by the Senate of the United States, and urge Government to prepare for an emergency.
