[Pkb Pbkbb Association."] WELLINGTON, August 10. The County Council Conference, which it waa proposed to postpone until August 23, began to-day. This morning's business waa formal. Mr Grimmond said that the Premier stated that the Local Government Bill would not be ready before Friday, and that he could not give the Conference an advance copy before the Bill was introduced into the House. Mr M'Nab moved— "That with a view to afford local bodies immediate relief the Government be asked to amend the Counties Act to enable local bodies to borrow money to pay off overdrafts / also, that as soon as a local body shall have paid off its overdraft, it shall not be lawful to incur new liabilities as overdraft, which shall at any time exceed the amount of anticipated revenue at that particular rate." As all the members had not arrived, the debate was adjourned until Tuesday. The Conference then adjourned till Tuesday.
