(Special to Pbhbs Association.! SHANGHAI, Sept. "14. It is reported in Fasan that Southern Corea has risen against the Japanese, and a rebel attack on Fasan is feared. Two thousand Japanese reinforcements have arrived there. A. message received here states that the Fusan rebels recently killed 1200 Japanese. The Chinese, fearing the Japanese intend to invade the country, are mobilising a great force on the frontier, and are trying to induce the native troops in the garrison at Hongkpng to join the army. MELBOURNE, Sept. 14. The Gbvernor has received a proclamation from the Secretary, of State for the Colonies, enjoining the colonios to observe strict neutrality in connection with the China and Japan war.
