Chilian Ships.
The Californians have seized one, and the French have seized several, wherein we can observe the consequences of the famous Alabama decision. The award against Great Britain of three millions of money upon that occasion by the tribunal appointed to arbitrate the case, has become the leading light in this department of international law. Every Government is bound to prevent the building and equipment of warlike vessels destined to assist belligerents. The liability to pay compensation has improved the vigilance of both the French and the United States authorities.
