The debate on the Premier's proposed new rules of procedure was resumed in the Hou»e of Commons last evening, when Mr Gladstone moved the adoption of the second rule providing that no motion for the adjournment of the House shall be made, except by leave of the House, until after the Orders of the Day and notices of motion have been entered upon. A large number of amendments were proposed, and the discussion was continued until the rising of the House. ALEXANDRIA, Not. 13. The organisation of the expedition against the False Prophet and his followers has been completed, and a forco of 1000 men has set out for the Soudan. LBoooived Nov. 14, at 10 p.m.J LONDON, Not. 13. Consols have declined \, and are quoted to-day at 102£. New "Zealand securities are firm at the following quotations: — 5 per cent 10-40 loan, 105* ; 5 per cent 1889 loan, 104; 4£ per cent, 1879-1904 loan, 102£. The market rate of discount is now" 3£ and the Bank rate 5 per cent. Breadstuffs are quiet and unchanged ; Adelaide wheat, ex store, 49s ; New Zealand do, 43s to 465 ; Adelaide flour, ex warehouse, 33s 6d. Australian tallow — Best beef, 42s ; best mutton, 43s 6a. TBeoeivod Nov. 14, at 5.10 p.m.] Messrs Seward and Castella and Dr Smith have been decorated with the Legion of Honour, in consequence of their exhibits at the Bordeaux Exhibition. [RiOTK&'s Telegrams.] i Beoeived Nov. 14, at 8.40 p.m. j SYDNEY, Nov. 14. The inquest upon the bodies of the men who were drowned by the sinking of the Austral was resumed to-day. Captain Murdoch was examined at length, but he was unable to account in any way for the foundering of the vessel. The divers have continued their examination of the ship, but they have not recovered any more bodies, and the fate of the Lascar firemen who, it is believed, were drowned, is still unknown. The Marine Board of Enquiry into the circumstances under which the immigrant ship Northampton struck on a reef at Port Hacking on Oct. 21, was concluded to-day. The Court found that the captain was to blame for the casualty, but have postponed dealing with his certificate until Monday next. Arrived — Wakatipu, s.s., from Wellington.
