MR PiUttAM'S MINORITY REPORT.

In connection with the report of the Education Coinmiission, which is summarised in ouv editorial columns to-day it is telegraphed that Mr Pirani has submitted a minority report in which he says that the main points in wihieh he differs from the conclusions of the baire majority of his colleagues are Wo —namely, setting up of advisory council of education and the absentee of recommendation for election of education boards and school boai'dis under a system of proportional representation!. Alpart from the unweildy proportions of the council of education he is of opinion that there can be no gen(uine reform in the administration of education unless there is i*eal control by the people from the official head of the department down to school committees. Be proposes ai council of Ministpv and seven members, the latter to hold office for five years and give their services entirely to the council. Two of these members to ba appointed by the Minister, troy by the education boards, Wo by idertificated teachers, and one by school inspectors. This Cmimciil to be salaried and meet at least every Wo months). Members could specialise in different branches. The Council should be entrusted with vhe control of funds voted for education, subject only to the Tieto of the Minister.. Otne chief inspector should be to the staff of each board as superintendent of education in his district.
