DRAFTING OF PROTOCOLS

The meeting of the Foreign Ministers’ Council, which met at 11 p.m., remained in session until the early morning, says the diplomatic corresnondent of “The Times.” The correspondent adds that owing to the acute differences which have arisen over the drafting of the protocols and the public announcement, the Council may decide to leave the final drafting to deputies, in the meantime issuing only an interim communique. Usually there is only a single protocol for the conference, but the correspondent says the Council, largely to meet the Russian wishes, apparently agreed that there should be three, namely, one dealing with general matters to be signed by all five delegations, the second dealing with Italy to be signed by four (excluding China), and the third dealing with the Balkans, to be signed by the three Potsdam members.
