French Departmental Elections (7.30 p.m.) PARIS, October 1. The final results of the departmental elections show hig Socialist gains. They have 967 seats compared with 492 before the war. Communists also have gained. Before the war they held 72 seats, and at present have 362. Right Wing parties suffered severely Their seats drooped from 599 eight years ago tp 269. Republicans, who previously held 426 seats, at present have 198. The various parties hold seats as follows:—Left Wingers: Communists 362. Socialists 181, Unified Socialists 156. Radical Socialists 607, Christian Socialists 230. Independents 26. Centre: Radical Independents 112. Right Wingers: Republicans and emoerats 158. Republican Federation 69. Independent's of the r> i"bt 144. Conservatives 46. Independents 79.
