MOKE STRINGENT CONTROL IN CANADA United Press Association—By Electric Telegraph—Copyright (Received May 31, 6.30 p.m.) OTTAWA, May 30. In the House of Commons, the Minister of Justice (the Hon. E. Lapointe) announced that naturalisation certificates of aliens, who spread propaganda, will be cancelled. Foreign Government representatives in Canada had been notified that they must not interfere with naturalised citizens. ‘‘Free speech," added the Minister, “is necessary to a Democracy, but it does not confer on organisations, which betray it, the right to destroy a democracy.”

Mr A. Heaps (Commonwealth Federation member) asked if since Russia is to be Britain's ally then Communism should be linked with Fascism and Nazism.

M. Lapointe stated: ‘Communism is just an abhorrent, regardless of what Pacts have been signed.”
