Sterilisation of the unfit is urged by the Bishop of Birmingham (Dr. Barnes), who said that too few children were being born, but an increasing percentage were mentally and physically tainted. The numbers of certified insane in Britain were rising. Birth control was universal, except among persons of low intelligence and Catholics. Mental defectives with no moral sense, produced children, who ought not to have been bom. To end this scandal they must be sterilised.
