BREACHES OF NEUTRAL AGREEMENT EXPECTED REQUEST FOR SANCTIONS United Press Association—By Electric Telegraph—Copyright (Received September 24, 12.16 a.m.) GENEVA, September 23. While the League of Nations is wrestling with the Abyssinian dilemma, another difficulty is looming in Senor Delvayo, of Spain, placing his name at the head of the roster of speakers, for the purpose of telling the Assembly, the Government's story about the contravention of the non-intervention agreement. Some attempted to restrain Senor Delvayo, who replied that nothing would deter him. He is expected to demand sanctions against Portugal, and the placing of an international commission on the frontier of Portugal to prevent the passage of munitions to insurgents.
