The President’s Economic Security Committee is drafting for presentation to the next Congress, an unemployment insurance plan, which would be financed by direct taxation on industrial payrolls. The amount of the tax is still undetermined, but it is believed it will be one per cent., sufficient to raise 200,000,000 dollars. It was recalled that the Secretary of Labour (Miss Perkins) recommended a five per cent, tax to the last Congress. It is believed that several phases of the British system may be incorporated in the plan.
