TWO MORE MINISTERS DISAPPEAR IS THE DUCE JEALOUS OF AIR LEADER? United Press Association —By Electric Telegraph—Copyright ROME, November 6. The King has accepted the resignations of the Minister for Air, General Balbo, and the Minister for Marine, Admiral Sirianni. Signor Mussolini will take over both portfolios. General Balbo will replace Marshal Bodoglio as Governor of Libya, the latter being mentioned as Signor Mussolini’s Chief of Staff. It is understood that the resignations are the prelude to the formation of a Ministry of National Defence, with unified control of the Army, Navy and Air Forces under Signor Mussolini. The Under-Secretaries for Air and Marine have also resigned. General Balbo is intensely ambitious, and is the strongest and most vivid personality in Italy after Signor Mussolini, and reputedly the next Dictator if anything happens to the Duce, but he has now lost his place in the Ministry. People applauded when Signor Mussolini removed previous Ministers, calling it “changing guard,” but it was thought that General Balbo was a permanency.

Admiral Sirianni has been appointed Vice-President of the subsidised Steel Corporation; Admiral Cavagnari becomes Naval Under-Secretary; and General Valle, Chief of the Air Staff and Under-Secretary for Air.
