Lot this Christian civilised nation, whenever a great crisis arises, be m a position to decide what to do, instead ol being tied up with tho League. “I would,” said Senator Borah, “if 1 had my own way, recognise Russia to-morrow. Let us begin by dealing with the Russian people, and by association let them sec the falseness of some of their theories.” .He advocated arbitration relative to Mexico, and added: “But let there he one brand of arbitration, not one kind for .small nations, and another for large.”
