The Prime Minister has announced that a November session will be held, when resolutions for reform of the House of Lords will be submitted. No Education Bill will bo tabled in the present session. The Prime Minister will make a fuller statement on Friday and lie hope® to deal with the Home Rule Bill next week. COLONIAL INVESTMENTS. ALL INCOME TO BE TAXED. Mr Worthing Evans' amendment to clause 5 of tho Finance Bill to exempt income tax from colonial investments, which are reinvested in tho colonies, was defeated in the Hoirsd of Commons by 268 to 197 votes.,
