COUNTY COUNCIL. NOTICE OF MAKING BY-LAW. J"OTICE is Hereby Given that at a N'." iSpecial Meeting'of the Geraldino County Council, held on, Twenty First Day of JUNE, 1906, it Avas resolved that' the Geraldine County Council make (by way of special order), a By-law under " The Counties Act, 1886," and the Acts amending the same, and "The Public Works Act, 1905," and fill powers and authorities thereunto in 'that behalf it. enabling- the object and jrarport of which By-Taw are to repeal the By-laws heretofore made by the Council of the Geraldiue County referring to Traction Engines and Heavy Traffic and now in force in the said County, and to make other provision with; regard to the said matters and therein in particular: (1) Providing that the By-law shall be in force in the whole of the Geraldine County. (2) Providing that as a condition of ■ a Engine being allowed to pass along any road within the County, the owner of such Traction Engine shail register it yearly, at the County Office and* pay thereon the yearly registration'fee of Ten Shillings (lOsj. (3r Prohibiting the. use of Traction Engines unless registered in accordance with the By-law. (4) Compelling" owners of vehicles drawn by such Traction Engine and engaged in heavy traffic (not being v a machine used for threshing, timber cutting, clover shelling', stone crushing; or saw bench / purposes)to take" wit Yearly Li J censes in thereof, .and prohibiting the use of such vehicles ' unless duly licensed in accordance with the By-law. (7) Prescribing that security to the amount of £2O to cover special damage be given before License issued for any such vehicle. (9) Prescribing that owner of Traction Engine or Vehic'e shall not be relieved from liability, in respect of injuries or damages done C to bridges, roads or culverts, or caused.by extraordinary traffic or excessive -weight. V 10) Regulating speed of Traction Engine while crossing bridge and while travelling oa. road. (11) Prohibiting sounding whistle of engine on road or bridge within 100 yards from person in charge i of horse. - (12) Prohibiting, taking or passing on bridge of engine while person with horse or vehicle drawn by horse, or with sheep or cattle is on bridge, and stopping of engine on bridge, culvert or'ford. (13) Regulating discharge of ashes or other such refuse' from furnace of engine on a road, and prohibiting such discharge upon, or within one chain of a bridge or culvert;, (14) Prohibiting use of studs or other, projections on faces of tyres of wheels of engine on metalled or formed part of a Toad,-and providing for removal of stones or substances before crossing bridge and for warning of persons with horses approaching bridge -when engine about to cross. (15) Providing for giving notice to Council of damage or injury done by Traction Engines. (16) Providing that engines shall so far as practicable be driven so that wheels shall not travel, in ruts. , (17) Prescribing number of men required to be in charge of Tractiom Engine. / (18) Making regulations for persons in charge of Traction Engines, giving warning to traffic on entering "The \ Gorge Road," Cattle Valley, " Borrell's Cutting," Kakahu, "The Bush Cutting," Peel Forest, or "The Pipe Clay Cutting," Kakahu. (19) Prohibiting taking of engine, machine or vehicle .weighing more than 5 tons (exclusive of coals and water), across or oyer the Upper Opihi Bridge oh the road hetween Timaru and Rainc'iff, the Opuha Bridge on the road between Beautiful Valley and Fairlie, the Upper Orari Bridge on the road between Geraldine and Mount Peel, the Lower Orari , Bridge on the road between Temuka and Clandeboye, the Geraldine Bridge over the Waihi River near Geraldine, the Winchester Bridge over "the Waihi Reiver near' Winchester; "the Kakahu Bridge on the road between Temuka and Hilton", or the Toomey's Crossing Bridge over the Haehaetemoana between Hilton and Winchester. (20) Prohibiting taking- of engine, machine or vehicle weighing more than 10 tons (exclusive of coal and water) across or over the Opihi Bridge on the Main Road between Temuka and Timaru, the Temuka Bridge on the Main Road between Temuka and Timaru,- the Victoria Bridge over the Orari on the Main Road between Timaru and Christchurch, or the Saleyards Crossing Bridge over the OpSui Rivet near Pleasant Point. : " "*" (21) Prescribing that, distance of 30 feet shall separate engine from combine vehicle or carriage drawn by such engine across any bridge and that a like distance shall separate each such combine, vehicle or carriage. (22j Prescribing that the width of tyres of wheels to be used on vehicles engaged in heavy traffic drawn by, traction- engines on or over any road shall be not less than one mch for every five: hundredweight or fractional part thereof of the weight per wheel providing,, that the said prescription shall not apply to any vehicle the width of the tyres of which shall not be less than nine inches.
