NOTICE OF MAKING BY-LAW. ~rrOTILE is hereby given that at a .1 Meeting of the Mackenzie County tc.uccil he]d on the First Day of June, IS-6, it was resolved that the Mackenzie County Council make (by way of special order) a By-law under "The Counties Act, 1856,' and the Acts amending the same and " The Public Works Act, j 1905," fiu'l -ill other powers and authori- [ ties thereunto in that behalf it enabling, tho object and purport of which by-law are to repeal the by-laws heretofore made by the Council of the County of Mackenzie referring to Traction Engines and Heavy Traffic and now in force in the ■ said County, and to make other provision with regard to the said matters and therein in particular (1} Compelling owners of traction engines to register such engines every year i at a cost of Ten Shillings; - ; (2) Prohibiting the use of Traction En- | gines unless registered in accordance with the by-law; (5) Compelling owners of vehicles drawn by such Traction Engines and engaged ' in heavy traffic to take out yearly Licenses in respect thereof and prohibiting the use of such vehicles unless duly licensed iu accordance with the Bylaw; {4l Fixing the sum of £7 10s as the amount of the License fee to be paid in respect of each such vehicle; ',5) Prescribing conditions of granting of Licenses and numbering of same; ;6) Prescribing that security to the amount of £25 to cover special damage be given before License issued for any such vehicle; l 7) Prohibiting use of Traction Engine or vehicle requiring to be Licensed unless name of County, Number of License, and weight of engine or vehicle painted on same; (8} Prescribing that owner of Traction Engine or vehicle shall not be relieved from liability in respect of injuries or damages done to bridges, roads, or culverts or caused by extraordinary traffic or excessive weight; (9) Regulating speed of Traction Engine while crossing bridge and while travelling on ro*ad; (10) Prohibiting sounding -of whistle of engine on road or bridge within 100 yards from person in charge of horse; ! (11) Prohibiting taking or passing on j bridge of engine while person with horses or vehicle drawn by horse or with sheep or cattle is on bridge, and stopping of engine on bridge, culvert or ford; (12) Regulating discharge of ashes or other such refuse from furnace of engine on a road; (15) Prohibiting use -of studs or other projections on faces of tyres of wheels of engine on metalled or formed part of a road and providing for removal of stones or substances before crossing bridge, and for warning of persons with horses approaching bridge when engine about to cross; (14) Providing for giving notice to Couri- . cp of damage or injury dose by Traction engines; (15) Providing that engines shall, so far as practicable, be driven so that wheels shall not travel in ruts; (16) Prescribing number of men required to be in charge of Traction Engine; (17) Making regulations for traffic through "Rocky Cutting" and "Long Cutting"; (18) Prescribing the use of proper spark protectors; (19) Prohibiting taking of engine, machine or vehicle weighing more than 5 tons (exclusive of coals and water) across or over Tekapo Bridge, Pukaki Bridge, or that part of Ohau Bridge withm the County; (20) Prohibiting taking of engine, machine or vehicle weighing more than 10 tons (exclusive of coals and water) across or over Silverstream Bridge. (21) Prescribing that distance of 30 feet shall separate engine from combine, waggon or carriage drawn by such engine across any bridge, and that a like distance shall separate each such combine or carriage; (22) Prescribing that the width of tyres of wheels to be used on vehicles engaged in heavy traffic drawn by Traction engines on or over any road, shall be not less than one inch for every five hundred-weight or fractional part thereof of the weight per wheel; (23) Limiting number of vehicles allowed to be drawn by a Traction Engine at any one time to three and the load on each vehicle to not more than 2£ tons to each pair of wheels; (24) Prescribing basis of measurement of quantities and weights of loads; (25) Empowering stopping of vehicles d*awn"by Traction Engines for examination and measurement of tyres of wheels thereof and computation of weights of loads thereof; (26) To compel drivers of vehicles drawn by Traction* Engines to give information to person authorised by Council as to load or contents thereof amd quantity, weight, size or measurement of same; (27) Prescribing forms of application, bond, license, and schedule of computation of weights and loads; (28) Imposing a penalty of not exceeding £5 for every breach of the by-law; (29) Making other provisions incidental to the foregoing and prescribing for the signing, serving and delivery of notices or documents under the bvlaw. The said resolution will be submitted for confirmation to the ordinarv meeting of the Council to be held at the Council Chambers. Fairlie, on FRIDAY, the SIXTH DAY of JULY, 1906, at' 10.30 a.m. A full copy of the said special order and by-law is deposited at the Office of the Council situate, in.
