In reply to Mr. Hamilton, Mr. Tennant stated tho transport Wooclfclcl was sunk by a submarine off tho Moroccan coast on November 2. The military casualties were six killed and fourteen, wounded. GREEK SHIP STOPPED. BREACH OF NEUTRALITY. ATHENS, Dec. 8. Officers on a German submarine near Messina boarded tho Greek steamer Spotzia and arrested Colonel Napier, the military attache at Sofia, and Captain Wilson, a member of tho House of Commons, who were conveying Jotters from the Eastern Mediterranean to London. Captain Wilson had been carrying dispatches for months. It was ascertufhed that the papers taken frory him were unimportant. Tho Austrian submarine's second torpedo narrowly missed the Spetzia, which stopped. Then the submarine ordered the Spetzia to lower boats and officers came on board and searched, despite tho captain’s protest that the action was a breach of international rights. During the search several mail bags were thrown overboard, but the officers promptly fished them out. Captain Wilson and Colonel Napier were taken on board the submarine. A British Red Cross officer was permitted to continue the voyage. The steamer was bound from the Piraeus to Messina. A DOUBTFUL SHIP SEIZED. (Received Deo. 9, 12.0 noon.) WASHINGTON, Dec. 8. A British cruiser seized tho American r.teamor Winnibapo off the South American coavSt. Tho ownership of the Winnibago is disputed.
