Ho said that lie was satisfied that Mr. Hortzog in his heart disapproved of tho rebellion, therefore it was all tho more serious that Hortzog had not used this influence to prevent it. [Tho cablegram referred to represented General Botha as saying; “Had a real civil war broken out tho man responsible would have been Hortzog, who was a rebel at heart.” This was 100 true to Ik> polite.]
