NEW YORK, April 10J, President Roosevelt, in a special message to Congress, cites the view of Mr Bounaparte, Attorney-General, regarding the circulation of periodicals advocating murder, arson, and treason, which, he says, constitute sedition) libel, and undoubtedly crime under the common law. In the absence of a Federal Statute, however, FedeVal Courts' have no jurisdiction in the matter. *
The Postmaster-General is now to !>e | instructed to exclude such publications from the mails, further legislation on the part of Congress is required. ' The message adds that, compared with the suppression of anarchism, every other question sinks into insignificance. '
