MR. SAMUEL'S SPEECH.

The Member for New Plymouth seemed to have been put on his mettle by the obstructive element in the House, and made a telling speech. Ho controverted the arguments brought forward by the opponents to the bill in a manner which called forth from many of the members expressions of approval, and gained over many votes by clever line of argument. A division was taken, when a large majority in favour of the measure was the result, and the bill was read a second time.
