LEGISLATIVE COUNCIL. Thursday, July 8. — The Council met at 2.30 p.m. Mr. Reynolds moved the second reading of the Harbors Act Amendment Bill, and, in doing so, remarked that the principal provision of the bill was to abolish the Board in cases where workb hi 1 ceased to be undertaken. The question of loans was also dealt with, and tLe bill further provided that the Boards may purchase dredges, barges, etc., and construct breakwaters. Dr. Pcllen failed to sec why Boards, after having undertaken works, should be wiped out. Mr. Johnston expressed his intention of endeavoring to amend clause 26 in Committee. Motion for second reading agree i to. The Council went into Committee on the further consideration of the Native Reserves Empowering Bill; Native Equitable Owners Bill; Municipal Corporations Bill; and Local Bodies Loans Bill, all of which were reported with amendments. The Council adjaurned. In the evening the Council passed the Municipal Corporations Bill with amendments, and further considered the Local Bodies Loans Bill, adjourning at 9.5.
