The Manchester Guardian, referring to the white Australia controversy, says the question the Dean of Canterbury raised is: “Who is to do the developing of the Northern Territory—the Australians or others. The only way a white Australia can be justified is by reversing the flow of population to the swollen cities with the object of profitably employing the vast lands for which the Commonwealth is trustee.” A Canberra message states that Mr. J. G. Latham, acting-Prime Minister of the Commonwealth, is at present considering methods of developing the Northern Territory by an extension of railway facilities from Queensland, thereby opening up huge tracts for selection.
