Discussing “What is a Capitalist ?” the Times expresses the opinion that Socialists are turning from the principle of the transfer of capital from private hands to the State. They have been, or are, in power in several countries, and in others share the responsibility of government; yet nowhere, outside Russia, has there been any attempt at such transfer. Even Russia lets the small capitalist alone. Socialists had better admit a change of aim, the paper says. They are endeavouring to lessen the gap between the rich and poor by social reforms; the aim may be good, but the process, if carried too far, defeats itself through the excessive taxation required to pay for it.
