Leygues, French Minister of Marine. interviewed, said the Navy Com- : mission would report against the ratification of the Washington accords. Tf the treaty was ratified it would be with such reservations that the naval situa- . tion accepted at M’ashington would be • completely modified. France refused !to accept naval equality with Italy, ■ because France was washed by two seas, she had an immense colonial cmi pire and must protect her communications. France’s position in this respect was I unique. The committee strongly pro--1 tested against the manner in which the ! tonnage fixed was based on present strength, instead of pre-war strength. All France’s war efforts were devoted to land armaments, naval construction (was abandoned, therefore the navy’s • present position was abnormal. It would perhaps he impossible to increase the fleet, but the national pride was deeply wounded. There would be an overwhelming vote against the treaty.
