The Chinese Foreign Office has announced the termination of official relations with the Russian Legation, and the withdrawal of recognition of Russian Consuls, fhina will maintain neutrality in all Russian political differences. The Ministries of the Chinese Government have been requested to submit proposals for the disposal of Russian land concessions, especially along the Chinese Eastern Railway. The United. States State Department has announced that President Wilson does not intend to obey the Merchant tiarine Act recently passed by Congress, requiring the President to inform tlie Powers with whom the United States has commercial treaties that America elects to terminate those sections restricting her from granting special import tariff and transportation rates on imports carried in American vessels. The announcement points out that such a termination would be a violation of those treaties which number thirty-two, and which the United States is in honor bound to carry out. The United States Chamber of Commerce will entertain a group of English delegates who attended the Toronto Congress. Important British and American trade matters will be discussed. The delegates will stay in Washington till October 6 or 7. The British Government has decided to continue summer time, which should have lapsed on September 27, until October 25.
It is announced that there will be no Beecham Opera in London during the coming winter ,aiul spring, and Sir Thomas BeecTiam's association with. Covent Garden has also terminated.
