London, Nov 30. Lord Roberts, replying to a correspondent, stated that it was totally unfair to criticise the Italian Com-mander-in-Chief at Tripoli on tho ground of reported atrocities without adequate information. No soldier would credit the reports that women and children were deliberately killed. A desperate situation warranted desporato measures, and tho sovorest were often the most humane. 'Jlio innocent suffering with tho guilty was inevitable in war.
